A group is working very hard to get tougher laws on the books in Wisconsin regarding animal abuse and neglect.  This is being done in memory of WindChill, the 9 month old weanling who died from exposure and neglect in northern Wisconsin.  I have not had time to read it thoroughly but here is the website:

This legislation is going forward for consideration this Wednesday, February 24, and the group needs support on this.  Please cross post and help get the word out.
